Almost every failed flat roof we look at has the same two problems: no fall, so water sits, and no insulation upgrade, so the deck stays cold and sweats. Ponding then finds the weakest lap, and the ceiling below tells you about it.
We rebuild flat roofs from the deck up. Firrings or a tapered scheme set the fall, insulation goes in to current standards where the build-up allows, and the covering is chosen to suit the roof: high-performance felt, EPDM rubber, or fibreglass where the detailing is complicated.
