Torch-on felt, laid in layers
Modern roofing felt is a polyester or glass reinforced bitumen membrane, torched down in two or three layers. Each layer breaks the joints of the one below, so there is no single lap for water to follow through the build-up.
It is a good choice on a roof with lots of penetrations, upstands and changes of direction, because it can be dressed into a detail rather than pieced around it. It is also the easiest covering to repair in ten years time.
